Where is the location in registry for background image?
I can't find:
[HKEY_CURRENT_USER\ControlPanel\Desktop]
"wallpaper"="\Windows\WindowsCE.bmp"
i know that i have to use 'reg opencu'

It seems to be not possible. On the C2013 works the minshell not a explorer.exe so there a lot of things changed.

we already replace minshell by fsminshell a long time ago. Here this feature works again. I test it:
[HKEY_CURRENT_USER\ControlPanel\Desktop]
"Wallpaper"="\\FFSDISK\\slide01.bmp"
"Tile"=dword:00000000
Remove both keys under "Minshell" if you want to remove menu too:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shell\Minshell]
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shell\Minshell\Command Prompt]
"App"="cmd.exe"
