The JTAG is not equipped because it is not needed for development. There are other ways to install and run software, usually by network (TFTP, NFS), but also USB stick or SD card are possible.

What is JTAG being used for if not for development?
I am developing a bare metal application so JTAG could be useful.
How can you do a bare metal application if you do not know how the "bare metal" looks like? You do not have the schematics. And there is no support from F&S for such applications.
