What do I need to develop for PicoComX?

Yes you are right.
The SDK is available in the PicoCOM download area on our website. Additionally we offer some different Windows CE kernel images you can use on you PicoCOM.
All boards already include a Windows CE licence, so you don't need to "buy any additional stuff" from Micrososft.
